This is the first Statement of Intent for the new Department of Building and Housing, established in November 2004. The government's decision to establish the Department means that we now have an organisation with oversight of the entire building and housing sector and primary focus on improving building quality and housing outcomes for all New Zealanders. It recognises the importance of building, construction and housing in the economy and in all New Zealanders' daily lives.
All work undertaken within the Department will contribute to the overall outcome, 'All New Zealanders have access to quality homes and buildings that meet their needs now and in the future'. This outcome and the supporting activities outlined in this Statement of Intent are consistent with the policies and performance expectations of the government.
During the period covered by this Statement of Intent, the Department will work to consolidate and develop its capability as the single agency responsible for dispute resolution and regulation in the building and housing sector. Developing and maintaining strong and meaningful relationships with its many and varied stakeholders across the building and housing sector will be a key factor in its success.
A major focus for the Department in 2005/06 will be the implementation of the Building Act and those parts of the New Zealand Housing Strategy for which it has responsibility. Completing the reviews of the Residential Tenancies Act and the Unit Titles Act will form an important part of this. These initiatives are integral to achieving better social and economic outcomes for all New Zealanders.
We look forward to working with the Department in pursuit of the outcomes set out in this document.
