Our Strategic Direction

This is the first Statement of Intent for the Department of Building and Housing. It builds on the strategic thinking of the entities that have been merged, adding some new thinking, influenced by consideration of the combined sector as a whole. This thinking will evolve over time.

Our direction, set out in the following Outcome Framework, reflects our belief that the Department will be greater than the sum of its parts. Our combined focus strengthens our ability to better reflect the interconnections, relationships and deliverables that are crucial within the sector. All of our activities contribute to the Strategies, Intermediate Outcomes and, ultimately, the Overall Outcome we seek to achieve:

Overall Outcome: All New Zealanders have acces to quality homes and buildings that meet their needs now and in the future.

Achieving our outcomes

This section describes the Overall Outcome, Intermediate Outcomes and Key Deliverables, linking them with the Strategies we intend to follow to achieve the outcomes.

The Department has identified four Intermediate Outcomes required in order to achieve the Overall Outcome. Those Intermediate Outcomes are:

  • buildings and homes are built and maintained to standards that reflect consumer, user and community expectations
  • the building and housing sector has the capacity and capability to meet the needs of the market
  • regulators have the capacity and capability to develop and apply the building regulatory regime
  • the building and housing sector balances user and provider needs.

We have also identified that our contribution to the Intermediate Outcomes should be directed through four key Strategies (detailed over the following pages). Each of these Strategies requires us to work closely with others, including other government and non-government bodies, industry stakeholders and consumers.
