M-15 Competency assessment

M-15 Competency assessment refers to regulation 9 and must be read in conjunction with regulations 5 and 6.

Purpose

To ensure employees and contractors are capable of carrying out building controls functions.

To ensure (organisation’s name) has adequate arrangements to address any identified technical limitations.

Context

A robust competency assessment process will support building consent authorities to:

  • identify, and provide an objective view of, their capability
  • identify if they require additional expertise
  • make good decisions about allocation of work to employees and/or contractors
  • identify gaps within their current workforce
  • recognise where best to invest their training budgets
  • comply with accreditation standards and criteria
  • provide good records for audit purposes.  

Roles and responsibilities

  • (TBA)
    The (TBA) is responsible for:
    • assessing the competence and proficiency of all building consent authority employees who perform tasks that could affect building control functions
    • updating the building consent authority’s skills matrices.
