Introduction
The licensed building practitioners (LBP) scheme was introduced in November 2007, and as at the end of June, there are almost 17,000 LBPs holding almost 21,000 licences. A further 4,500 applicants are going through the licensing process.
Restricted building work (design and construction work only able to carried out or supervised by LBPs) was introduced on 1 March 2012. When the Government made policy decisions on the scope of RBW in 2009, it agreed to phase RBW in, and so ‘parked’ some issues until RBW has been implemented. In addition, some issues have since arisen from RBW implementation.
With RBW now being implemented, it is timely to consult on these issues:
- What should the role of the site licence be going forward?
- Should the Site licence be split into a 'technical supervision' licence and a 'project manager' licence?
- Should any new licences be developed?
- Do any of the current licence competencies and performance indicators need to be amended?
- Should any work that is currently RBW be specifically excluded from being RBW?
- Should the ‘deeming’ of plumbers and gasfitters as LBPs be removed?

How to make a comment
You can make a submission in several ways:
1. The first way is to attend one of the 29 practitioner workshops being run throughout the country in July and August 2012.
At each workshop, you will be able to discuss each issue (except for the deeming provision for plumbers and gasfitters) with other practitioners, and fill in feedback sheets on the night.
