Building Amendment Bill 2007 - regulatory impact issues
Three regulatory impact statements were prepared in relation to the Building Amendment Bill 2007, which was introduced in Parliament on 19 June 2007.
1. Building consent exemptions (Schedule 1 of the Building Act 2004)
The first regulatory impact statement is available with a business compliance cost statement in the ‘general policy statement’ section of the Building Amendment Bill 2007. It addresses the impact of requiring building consent for weathertightness repairs, and clarifying the proposed scope of exemptions.

2. Miscellaneous
The second regulatory impact statement does not include a business compliance costs statement and addresses the following topics:
1. Dam safety - impact for owners of dams that may become earthquake-prone or flood-prone and are required to carry out a review of their dam safety assurance programme
2. Small dams - reduced impact for owners of small dams (not requiring building consent)
3. Licensing levy - impact on timing of this payment (in advance rather than arrears) for licensed building practitioners
4. Accessibility requirements on project information memoranda (PIMs) - administrative impact for local authorities to add the accessibility flag to PIMs.
5. Site lead liability (licensing of building practitioners)

The third regulatory impact statement addresses a potential liability issue for ‘site leads’ in relation to the licensing of building practitioners from November 2007.
