Occupational Licensing

This output class involves developing, implementing and maintaining registration and licensing regimes for building practitioners and electrical workers.

Output: Develop and Implement Building Practitioner Licensing Scheme: Design, establishment and maintenance of an occupational licensing regime for building practitioners under the Building Act 2004.

The operational framework has been established. Draft competencies and fee levels have been developed and consulted on for roofing, bricklaying and blocklaying, and external plastering. Work is under way developing draft competencies and fee levels for steel structure, concrete structure and pile foundations.

The pool of Certificates of Compliance available for auditing has reduced over recent years as a result of the successful self-regulation schemes operating within the Electrical Contractors Association of New Zealand (ECANZ) and the Appliance and Electronic Industry Association (AEIA).

The standard was not met due to difficulties in contacting some of the provisional licence holders selected for audit. Eight further audits are under way and are expected to be completed during July 2008.

58% of complaints were dealt with within 18 weeks of receipt.

The standard was not met due to the handling of multiple complaints against two individual practitioners; 30 complaints were held back while nine additional complaints were investigated. This allowed all of the complaints against each practitioner to be decided at the same time in fairness to the practitioner. If these 39 complaints were not included, the 75% target would have been exceeded as 89% of all other complaints were dealt with within 18 weeks of receipt.
