Occupational Licensing
This output expense involves the design, establishment and maintenance of an occupational licensing regime for building practitioners under the Building Act 2004. It also involves advising on the efficient and effective regulation of trades and professions operating within the building and housing sector.

Output: Building Practitioner Licensing Scheme
Report on education and training pathways that underpin the licensing classes and associated funding implications by 1 November 2005 This report was completed in December 2005
Develop rules and regulations (as prescribed in the Building Act 2004) for the Building Practitioners Board and ministerial approval by 30 June 2006 The licensing framework was approved by Cabinet in April 2006 following extensive consultation with the sector. Regulations will be promulgated in 2006/07 covering licence classes, complaints and discipline fees and levies and the rules
Recommendations to the Building Practitioners Board on licence standards and assessment methodology for all licence classes by 31 May 2006 A report on licence standards and the assessment framework was presented to the Building Practitioners Board for its May 2006 meeting
Building Practitioners Board meets for a minimum of 8 days during the year The Board met for 10 days during the year (8 meetings and an induction)
Output: Statutory Board Responsibilities
All Board appointments/reappointments conducted in accordance within Cabinet guidelines and within the agreed timeframes The Engineering Associates Registration Board and Chartered Professional Engineers Council appointments were approved by the Minister on 20 June 2006. Both Board appointments were to be approved at the Cabinet meeting on 24 July 2006
Output agreements are in place for all Boards/Councils Output agreements for the Chartered Professional Engineers Council, Registered Architects Board and the Building Practitioners Board were developed for the Minister's approval on 27 June 2006. Output agreements were not developed for the Architects Education and Registration Board and the Architects Investigation Committee, which were disestablished on 30 June 2006
Transfer of Electrical Workers Licensing Group to the Department completed by 1 March 2006 In December 2005, Cabinet deferred the date of the transfer to 1 September 2006. A joint steering committee was formed between the Ministry of Economic Development and the Department of Building and Housing
